1.      DUTIES OF THE CHAIRPERSON

(Position not currently available)

1.1     Ensure the execution of all decisions of the VHNW Management.

1.2     Determine when VHNW Management meetings shall take place and preside over such Management meetings.

1.3     Attend sub-committee meetings (where necessary) and coordinate all programmes with the respective representatives.

1.4     Receive and present reports on the work of the VHNW to all members by means of a Newsletter together with the Secretary.

1.5     Supervise all work of the VHNW in conformity with the Constitution, the relevant legislation and procedures agreed on by the VHNW.

1.6     Preside over disciplinary hearings.

1.7     Be responsible for public relations and enquiries together with the Administrative Officer and act as general Communications Officer.

1.8     Responsible for stakeholder management.

1.9     Jointly responsible for the finances of the VHNW and ensuring strict compliance with the relevant financial policies together with the Vice-Chairperson and the Treasurer.

1.10    Together with the Treasurer and the Vice-Chairperson, operate a banking account on behalf of the VHNW.

1.11    Be responsible for obtaining and updating of all information and current legislation with regard to ICASA and the relevant radio communication laws and policies together with the Administrative Officer.

1.12    Coordinate the administrative activities of the VHNW Management,, compile reports in conjunction with other VHNW members and make these reports available to the VHNW Management together with the Administrative Officer.

1.13    Generally further the interests of the VHNW.

 

2.      DUTIES OF THE VICE-CHAIRPERSON

 

2.1     In the absence of the Chairperson, the Vice-Chairperson shall assume all duties of the Chairperson.

1.2         In the absence of both the Chairperson and the Vice-Chairperson, the VHNW Management shall nominate one of its members to preside at  management meetings.

1.3         Report regularly on the functioning of the VHNW, the Community Police Forum, the Cluster meetings with other neighbourhood watches.

2.4     The Vice-Chairperson shall represent the VHNW on the Brackenfell CPF committee.

2.5     Report regularly to the VHNW on the functioning of the Brackenfell CPF and its Cluster meetings.

2.6     Updating of the VHNW area map.

2.7     Generally further the interests of the VHNW.

 

3.      DUTIES OF THE SECRETARY

 

3.1         Take minutes at all VHNW meetings (AGM, and VHNW Management meetings).

3.2         Receive and dispatch correspondence to and from members of the VHNW.

3.3     Arrange all meetings and develop their agendas together with the Chairperson.

3.4     Ensure the safekeeping of all official documents of the VHNW other than financial records.

3.5     Perform all other duties usually associated with the office of a Secretary.

3.6         Compile a Newsletter after each Management meeting together with the Chairperson for distribution to all VHNW members.

3.7         Compile a table of decisions taken at AGM, and VHNW Management meetings and distribute to members tasked with following up on outstanding issues.

3.8         Compile and implement a filing system together with the Administrative Officer.

3.9         Generally further the interests of the VHNW.

 

 

 

4.      DUTIES OF THE TREASURER

 

4.1     Be responsible for the finances of the VHNW and ensure strict compliance with general financial practices.

4.2     Together with the Chairperson and the Vice-Chairperson, operate a banking account on behalf of the VHNW and make such investments as may be agreed.

4.3     Keep book of VHNW accounts, which should include the registration and maintenance of all VHNW assets via an asset register, together with the Administrative officer.

4.4     Table a Financial Report at every monthly VHNW Management meeting, and an Audited Annual Financial Report at every AGM.

4.5         Table an Annual Budget at the AGM.

4.6         Together with the Project Manager, control the expenses of VHNW projects.

4.7     Generally further the interests of the VHNW.

 

5.      DUTIES OF THE PROJECT MANAGER

 

5.1     Work closely with every member of the VHNW Management

5.2     Report back to the VHNW Management on a monthly basis with project reports on projects undertaken by the VHNW.

5.3     Be responsible for fundraising and sponsorships by the VHNW in consultation    with the Chairperson and the Treasurer.

5.4         Be responsible for the planning and budgeting of all new projects in consultation with the MSMHW committee to be included in the Annual Budget.

5.5         Be responsible for not only the planning and budgeting of social projects for VHNW members, but also for the execution of such social projects.

5.6     Generally further the interests of the VHNW.

 

6.      DUTIES OF THE WEBSITE AND DATABASE MANAGER

 

6.1     Set-up and upkeep of the VHNW website.

6.2     Authorised access of “members only” together with the Administrative Officer.

6.3   Posting of all relevant information, important calendar entries, pictures and graphics, administrative documents, etc to the database and the website in conjunction with the Administrative Officer.

6.4         Update the database and the website with new or updated VHNW member data.

6.5     Query and compliment portals and their functionality.

6.6     Upkeep a non-disclosed database of criminal activities, vehicle registrations and photographs of all criminals and criminal activities in the VHNW.

6.7    Generally further the interests of the VHNW.

 

 

7.      DUTIES OF THE LOGISTICS / ADMINISTRATIVE OFFICER

 

7.1     Receipt of the applications of new VHNW members.

7.2     Authorised access of “members only” together with the Website and Database Manager.

7.3     Compilation of new VHNW member data and the posting of new VHNW member data to the database and the website.

7.4         Initiate and follow up on the approval process for new VHNW members.

7.5         Purchase of the radios for new VHNW members and the programming of such radios.

7.6         Issuing of a new member’s “package” to new VHNW members, which include their letter of welcome, ID Card, their new radio (if required), their VHNW Board and their painted street number.

7.7         Maintenance of the list if radio codes and the inclusion of the radio codes on the database.

7.8         Receipt of faulty radios that need to be repaired, the costs of such repairs, the follow-up on such repairs and the re-issue of such repaired radios.

7.9         Generally further the interests of the VHNW.

7.10    The registration and maintenance of all VHNW assets via an asset register,      together with the Treasurer.

 

 

8.      DUTIES OF THE ENVIRONMENTAL MANAGER

 

8.1     Initiate a coordinating structure within the VHNW Management as well as within the Morgenster& St Michaels Community to coordinate all environmental and service management aspects.

8.2     Coordinate the safety and maintenance of sidewalks, parks, public open spaces, enclosed areas and areas that have access to pedestrians and community members.

8.3     Coordination of the maintenance of roads, street lighting, graffiti, sewerage, refuse removal and other public services in conjunction with the municipal authorities.(Broken window theory).

8.4     Coordination of the flow of traffic, the maintenance of road markings and traffic signs as well as the maintenance of street names and bus notice boards together with the municipal authorities.

8.5     Interaction with the Municipal Ward Committee (under the Chairpersonship of the Ward Councillor) and reporting to the VHNW Management on such interaction.

8.6         Generally further the interests of the VHNW.

 

9.      DUTIES OF THE PATROL MANAGER

 

9.1     Ensure that all patrols are performed within the guidelines of the relevant legislation and procedures agreed to by the VHNW.

9.2     Ensure that all patrolling VHNW member completes an indemnity form.

9.3     Ensure that all patrol vehicles are supplied with the necessary insignia, radio, flashlight, etc.

9.4     Ensure that radio protocol is followed by all participating VHNW members.

9.5     Provide assistance to the South African Police Service (SAPS) and other law enforcement services when requested to do so and if able to comply.

9.6         Ensure that a patrol schedule be made available to all participating VHNW members prior to the patrol schedule becoming effective.

9.7         Ensure that an patrol report feedback report with an incident report be submitted to the Patrol Controller after every patrol and that any incident relating to criminal activity are reported to the SAPS.

9.8         To complete a monthly patrol report to the VHNW committee.

9.9         To manage the VHNW Patrol cell phone.
